Yes it is definitely enforced - a copy of the newspaper has to go through the YUSU office before it can be sent to the printers.
It was to stop the newspapers irresponsibly publishing information about students which could potentially cause them harm. eg. if a student is charged with a crime the student newspapers aren't allowed to release this information.
The argument is that it both protects the students rights and the newspapers from potentially being sued for libel or something.
