Manchester's definitely had a better department overall. THINK the the ChemEng department had their own building with better facilities (e.g. they have a pilot plant while UCL don't) while UCL's department is just a couple of rooms that are apparently being constantly refurbished; seemed very sloppy to me.
Of course it might have improved since I visisted last year but I'd still go for Manchester if going purely by department.
