the college bill is basically you're room rent plus a couple of other bits and pieces. i guess the guarantee thing is if you keep failing to pay the bill and claim you can't afford to, then they have someone else to go to, to get the money off. just ring up the admissions office if you're having a problem, they're fairly useless with emails

Hi there. Apparently you're a current student at Jesus. Could you tell me what the 'College Bill' includes? One of the forms in my offer letter is asking for someone to guarantee I can pay the college bill, but nothing anywhere seems to say what that entails. Did you have to send off that form, and do you know what it's for? I'm really worried, because I emailed the admissions office about it, but they haven't got back to me and I've got to send it to them by Tuesday.
