I'm tempted to say Jenna, as the writers never really seemed to bother with her much as soon as Cally came along (Terry Nation himself said he wasn't good for writing for female characters, which I think was much too self critical). However, she did at least do stuff in the first few episodes she was in. Nah, I'd probably go for Gan, he really didn't do anything except get himself killed dramatically.
