    bit tired right now and not sure about what you've quoted from mark scheme, but i've just sketched this roughly...I got l2 has equation y = -2x + 19, and passes through midpoint D(7,5) of AB. Note that l2 has same slope as tangent so l2 crosses AB at right angles.

    Radius of circle is root(80) so Pythag says PD^2 + AD^2 = 80 and by symmetry QD^2 + AD^2 = 80, giving PQ = PD + DQ = 2root(60) if I've done it right
