People raising their voice at the end of every sentence - do you like it?

I hear young people do this all the time, whether they are asking a question or not. It really annoys me. I am sure you all know what I am talking about.

This is so painfully irritating. My English teacher once did it for five minutes when talking about trends in speech and it made me want to rip my face off.

Kinda like what dawkins does.
If you mean people with a lilting voice then I like it. If you mean people like my old teacher that used to sort of, slow down her voice, and then go up at the end like this? Even when explaining work, where there's no real room for debate? Then that doesn't annoy me but I do notice it, and it's sometimes hard not to join in for fun.
I don't like it? It makes everything sound like a question? Even when it's not?
