Resolution 11/06 Concerning the Israel-Palestine conflict.

Expressing a vision of a region where two States, Israel and Palestine, live side by side in peace and security,
Recognising the legitimacy of the Palestinian people to have a secure and peaceful independent Palestinian state,
Emphasising the importance of the safety, protection and well-being of all civilians in the whole Middle East region, regardless of religion,
Believing that direct negotiations between the Palestinians and the Israelis are the only way to secure lasting peace and security in the Middle East region,
Taking into account fact that Jerusalem is a religious centre for all Abrahamic religions,
Noting that the State of Palestine is recognised by 120 states worldwide,
Reaffirming the illegality of the Israeli settlements in the Palestinian territory occupied since 1967,

1. Condemns all acts of violence and terror against civilians on both sides.
2. Calls for all parties involved to ensure that a resolution on a two state solution becomes a reality by 2014 and a reassessment of the effectiveness of the resolution be carried out in 2016.
3. Calls for a UN peacekeeping force to be deployed along the Israel-Palestine borders to ensure a complete ceasefire for the duration of peace negotiations.
4. Demands that Israel lift completely its blockade against Gaza, in order to allow the unimpeded flow to and from Gaza of people, humanitarian aid, and commercial goods to enable normal and dignified livelihoods in Gaza.
5. Recommends that the UN dispatch a neutral multinational observer delegation to oversee the lifting of the blockade.
6. Calls for the UN to investigate the viability of a large UN aid mission to help reconstruction efforts in Gaza.

واعترافا شرعية للشعب الفلسطيني في أن تكون آمنة ودولة فلسطينية مسالمة ومستقلة ،
وتأكيدا أهمية حماية وسلامة ورفاه جميع المدنيين في منطقة الشرق الأوسط برمتها ، بغض النظر عن الدين ،
إيمانا أن المفاوضات المباشرة بين الفلسطينيين والاسرائيليين هي السبيل الوحيد لضمان السلام والأمن الدائمين في منطقة الشرق الأوسط ،
وإذ تأخذ في الاعتبار حقيقة أن القدس هي المركز الديني لجميع الديانات الإبراهيمية ،
وإذ تلاحظ أن يعترف لدولة فلسطين من قبل 120 دولة في جميع أنحاء العالم ،
وإذ تؤكد من جديد عدم شرعية المستوطنات الإسرائيلية في الأراضي الفلسطينية المحتلة منذ عام 1967 ،

1. يدين جميع أعمال العنف والإرهاب ضد المدنيين في كلا الجانبين.
2. يدعو لجميع الأطراف المعنية لضمان وجود قرار بشأن حل الدولتين واقعا بحلول عام 2014 وتتم عملية إعادة تقييم لمدى فعالية هذا القرار في عام 2016.
3. يدعو لقوة حفظ السلام التابعة للامم المتحدة التي سيتم نشرها على طول الحدود بين اسرائيل والفلسطينيين لضمان وقف اطلاق النار الشامل لمدة مفاوضات السلام.
4. يطالب ان اسرائيل رفع حصارها بالكامل على غزة ، وذلك للسماح بتدفق دون عوائق من غزة من الناس ، والمساعدات الإنسانية والبضائع التجارية لتمكين معيشة طبيعية وكريمة في غزة.
5. توصي ان الامم المتحدة ارسال وفد مراقب محايد المتعددة الجنسيات للاشراف على رفع الحصار.
6. يدعو للامم المتحدة للتحقيق في جدوى مهمة كبيرة مساعدات الامم المتحدة للمساعدة في جهود إعادة الإعمار في غزة.

It merely sets up a temporary UN peacekeeping mission to prevent any attacks and aid peaceful negotiation. It is not forcing Israel to surrender its sovereignty. A UN presence is a necessity to bringing peace to the region. If you have other reasons, please list them as we feel this region needs argument attention for the peace and security of not only the people in palestine, but also the wider Islamic world.

The Islamic Republic of Iran accepts this resolution but we would rather see Israel relinquish all land they have gotten illegally since 1947.

China supports this resolution we are clear of the problem of the Israel-Arab relations and we are willing to help to solve the problem. Thus we are committing as many soldiers, and resources followed by them, as possible to this cause.

Poland hopes that both resolutions could be combined into one that will suit the needs of both Israel and Palestine. There are points in both resolutions that Poland is unable to support and therefore is forced to abstain from both resolutions.

Egypt was one of the first Arab states to recognise Israel at it's 1967 borders. Since the 1980's Israel has been an ally and has shared many common interests with Egypt, including strong shared relationships with both the USA and western Europe.

However, unfortunately Egypt must speak out against the complete occupation of Palestine. Heed your neighbour's warning Israel, there will never be peace in these lands as long as there is no State of Palestine. Find it in yourselves to offer compromise - offer some land to the Palestinian people where they can start their own state, even if it is not all the land gained from 1967, Egypt will stand by you in any compromising decision you make.

Egypt should realise that Israel has offered the Palestinians a state on numerous occasions since 1967. At Camp David and Taba we offered them 98% of the West Bank and all of Gaza - they rejected. We unilaterally withdrew from Gaza in 2005 and received more violence in return. We literally have very little left to give ever since we turned over civil control of every Palestinian citizen in the West Bank to the Palestinian Authority.

South Korea accepts the parts of the resolution that promote the protection of human life, yet would like to abstain from supporting either the Palistinians or Israelis in the matter. We simply wish to encourage a peaceful solution to these matters.

The UAE feels that it is this attitude that is prolonging war in the region. The world cannot decide a 'side' to pick and thus just expressed their wish for peace rather than doing something to encourage it.

We have tried to keep this as unbiased as possible, while still condemning violent attacks from all sides, but also steer the region towards a lasting peace agreement.

As this matter does not effect South Korea directly, and there are no obvious aggressors we withhold our right not to take "a side", but instead encourage both parties to come to a peaceful solution.

South Korea asks the UAE whether they don't feel that their alternative of "picking sides" would not simply extrapolate the situation.

The UAE is trying very hard not to take sides. Our resolution does not attempt to condemn either side, but rather to condemn acts of violence. Ignoring the issue and hoping for peace is what has led to this ongoing conflict. The world needs to move towards a peaceful middle east, and simply stating that it does not concern you and thus ignoring the situation is not the right answer.

South Korea is not ignoring the situation. We have constantly stated our belief that this violence should stop, and a peaceful resolution to these matters needs to take place as quickly as possible.

South Korea feels that despite the UAE "trying very hard not to take sides", the publication of this resolution by them, in which the "illegality of the Israeli occupation in Palestine" is reaffirmed, and the point that "Palestine is recognised as a country" is made, clearly shows that the UAE has sided with the Palestinians. The Republic of Korea would thus like to ask the UAE again whether they don't feel that the support of either parties by other countries could simply make the situation worse?

A second Korean war is an interesting thought but I tend to think that it won't happen due to the DPRK's reliance on China, and China's reluctance to enter a war... :wink: (/OOC)

The UAE feels that talk is not enough now. This is not a far away regional conflict. This is an issue the whole of the Middle East is effected by. It is a prolonger conflict, an area of the land locked in constant battle. The UAE feels that words, blame and condemnations from the UN are not enough. A peace needs to be found in this region. Our resolution is a step towards a lasting peace to be established in the region.

Bringing an end to the Israeli occupation of Palestinian land is as much a prerequisite for peace in the Middle East as is the Palestinian recognition of Israel. The Israeli occupation is not only inhuman and the cause of extreme suffering for the 3.5 million Palestinians living under its subjugation, but it is also illegal under international law. Recognising that international law is being broken is a duty of the UN. What is the point of international law if you are not to hold any person directly involved to account?

The two state solution is not what the UAE would prefer. We do not recognise Israel. The Paelestine Authority and Israel do want a two-state solution.

Israel’s ambassador to the U.S. urged Palestinians to cooperate with his nation and work toward establishing definite borders between separate Palestinian and Israeli states in a speech yesterday.

South Korea points out that the firing of rockets by the Palestinians into Israel also contravenes international law, yet the UAE seem very happy not to mention that. The point that the Republic of Korea is trying to make is that the situation is far too complicated for outsiders to attempt to solve, we feel that the only positive resolution could arise from the Israelis and Palestinians reaching a conclusion for themselves. However, South Korea deplores any use of violence, and we feel that the job of the UN should be to try and prevent the use of violence, and promote talks between the two parties.

(OOC) Well I think China is a key player in that situation, because without China the DPRK would have no support at all, so would not be able to maintain a war. Basically all of the DPRK's trade comes from China.

I'm doing Maths, Further Maths, Economics and Government and Politics. In a dream world I would end up doing PPE at Oxford, but I don't know if that's likely yet or not... (/OOC)

Turkey supports this resolution and would like to offer support to mediate any interactions between the future states.

Pakistan will not recognize the state of Israel until a Palestinian state is set up

The very first operative in out resolution is 'Condemns all acts of violence and terror against civilians on both sides.'. That is a condemnation of missile attacks.

The negotiations that this resolution calls for are not met with pre-conditions. This allows both Israel and Palestine time to talk through any issues rather than continuing to fight. This resolution does exactly what the RoK says it wants to do. It uses peacekeeping forces to try and quell violence, while encouraging both sides to reach an agreement.

The DPRK would like to remind the world that it hasn't spoken in a while that Israel is not a historical nation. It is not a nation that has any right to the land it occupies. In the 19th century the land of Palestine was inhabited by a multicultural population approximately 86 percent Muslim, 10 percent Christian, and 4 percent Jewish living in peace. It was the zionists, an extreme band of Jews, why looked for a Jewish homeland and settles of this land as the location. At first, this immigration to Palestine created no problems. However, as more and more Zionists immigrated to Palestine many with the express wish of taking over the land for a Jewish state - tensions increased and fighting broke out.

Finally, in 1947 the United Nations decided to intervene. However, rather than adhering to the principle of “self-determination of peoples,” in which the people themselves create their own state and system of government, the UN chose to revert to the medieval strategy whereby an outside power divides up other people’s land.

Under considerable Zionist pressure, the UN recommended giving away 55% of Palestine to a Jewish state despite the fact that this group represented only about 30% of the total population, and owned under 7% of the land.

While this was always going to cause tensions in the region, it is significant to note that Arab armies entered the conflict only after Zionist forces had committed 16 massacres, including the grisly massacre of over 100 men, women, and children at Deir Yassin. By the end of the war, Israel had conquered 78 percent of Palestine; three-quarters of a million Palestinians had been made refugees; over 500 towns and villages had been obliterated; and a new map was drawn up, in which every city, river and hillock received a new, Hebrew name, as all vestiges of the Palestinian culture were to be erased. For decades Israel denied the existence of this population, former Israeli Prime Minister Golda Meir once saying: “There is no such thing as a Palestinian.”

In 1967, Israel conquered still more land. Following the Six Day War, in which Israeli forces launched a surprise attack on Egypt, Israel occupied the final 22% of Palestine that had eluded it in 1948 the West Bank and Gaza Strip. Since, according to international law it is inadmissible to acquire territory by war, these are occupied territories and do not belong to Israel.
