foundation year, applying as an individual?

Hey, I've just begun a foundation year in engineering and was hoping to transfer to another university for year 1, do I need to applying through the university or should I apply as an individual?

Also, am I allowed to copy parts of my own original personal statement? since it will be difficult to write a whole new one not relating to anything in my older one.

You would apply as an individual.

You are allowed to copy parts of your original personal statement. UCAS will notice that you are copying your own work, so you won't get into trouble for plagiarism.
