They play the card because in the debate surrounding Afghanistan, terror, the USA and Pakistan it is one of the key issues. The Pakistani establishment is responsible, for many of ISAF's failings, and should hence be treated as a more important factor. Without the ISI, at the highest level, giving covert support to the Taliban this conflict may have been much cleaner, as it was in 2001, when the group had no links with the Pakistani establishment. Our tactics worked back then, and they don't now. Coincidence, or worth debating?
