I think it's because when you break chemical bonds you need to supply energy(endothermic reaction) in order for the electrostatic force of attraction to be overcome so that new chemical bonds can be formed. When enough energy is eventually supplied the old chemical bonds release energy holding them together, giving out heat to the surroundings. I think that's why it's an exothermic reaction

Reactions always want to produce products that are energetically stable, therefore after you form the bond, energy will have to be released so as the final products can be more stable.
