Pre programmed packages are no consideration at all as I already have them all. At least 2 USB ports required.
Laptops aren't my speciality, but that looks pretty reasonable. No video card though - so games will be a problem.

Its very hard to advise on this because I just cannot recommend buying an OEM built PC. I trust some online pre-built manufacturers... but like you say, you want to buy from a shop.

I think you can get laptops for £800 that have reasonable graphics (ie Radeon X300), just have to look around.

Roughly equivalent to a desktop Radeon X700 graphics card (which is more than enough for the odd game).

Its fairly close between the Pentium M and mobile Athlon 64 variants. Whichever you prefer really, the other specs (such as ram, and hard disk size\speed) are more important.

Downgrade the CPU to a 2800+ and get a 128bit graphics card (which will only cost about £10 more). That PSU wont be good enough - buy an Antec 350W instead.

I have a psu, it isnt a great psu but is pretty new and worked well in a better spec pc. I have a spare 128mb X300SE card, i think its PCI or would it be PCI-E, which would mean changing the motherboard.

You can get reasonable PCI-E motherboards for about £45-50 anyway.

Would the X300SE be better than the one i linked to? Also if you think i should use the card i have, do you think i would be able to afford socket 939 considering i wouldnt have to buy a gfx card?

Nice, so i will have £22 to spend. This wouldnt be enough for socket 939 mb and cpu will it? How much do you think i would need to do this?

No. The board and cpu for a good 939 setup is £150. So thats about £50 more than the 754.
