You just fill in the change of circumstances form from SFE and you pay for the first year to your first uni for as long as youre there - they pay in thirds so if you go across even a bit into one and leave then you pay the full third. To withdraw you need to phone a student advisor/fill in uni forms.

It may be difficult to go into the 2nd year unless you have completed the same modules as they teach at that uni or enough to just carry a couple extra into your second year. You need to phone the 2nd/new uni to ensure they will accept you and which year you are able to go into.
