I've been here for about a year now and I think I've only ever negged two people, and they were people who were genuinely just trying to be really nasty and offensive. I pos rep when I see a post which is great, which is probably a couple of times a week (I'm a little paranoid about hitting "I disapprove" by mistake but don't think I've done it so far!).

I rarely ever neg, i pos rep everyday though, i'm easily amused/pleased so i often rep someone if they say something funny, or if i think their post is really helpful etc.

I pos posts that are usually hilarious or so spectacularly off beat they make me actually LOL.

I neg people who are being plainly ignorant, offensive or rude. However my number one cause to neg rep is a classic - People who moan about receiving neg rep.

I receive far more reputation than I give out (I think I have only ever neg'd once or twice), though not all of that is positive. A lot of the positive reputation I receive is from being helpful or articulating a point far better than most people can, and they appreciate this, especially in heated discussions where they believe a particular point of view, which is almost always right. On the other hand, this tends to put me in a position where people will neg me purely because they do not agree with my opinion, which seems bizarre, especially when it is anonymous.

There are other times when I seem to clash with particular types of people (particularly girls) who have silly opinions about how people should behave, especially with regards to dealing with silly people and why they get upset over nothing. I tend to avoid those sorts of threads these days as my reputation took a battering recently; though, it was saved by someone who did not comment on a thread, but I give him a place in my signature anyway!

I don't understand how some people who neg rep me or pos rep me can give me more 'gems' than others

Like wise when I enter the screen to pos/neg rep someone there is no option to set how many gems they gain/loose

Basically some people have a greater rep power than others, some have no rep power.

Take a look at the Rep FAQ, which should answer all of your questions and more.

To address your specific points, each user has a set amount of 'rep power' based on their current rep points, their account age and number of posts (there's a formula/calculator in the FAQ). Positive reps award this number of points to the recipient, while negative reps deduct half of this amount - it's not possible to choose how many points you award.

However, there are currently plans to completely update the rep system - you can read more about this here.
