I wouldn't say so. I see neutral means not favouring any party, in the way a referee is neutral. However the referee still has an opinion on decisions.

The Queen's speech isn't hers to choose, as you've said. But if a minister advises the Queen to use the Royal Prerogative, she can choose not to. I disagree that it causing a constitutional crisis means she can never do so, just that it'd be an extreme situation for her to.

Ah, it seems UKIP is selecting a new Leader. Opinions on the candidates? I'm quite liking the two at the top of the list but don't really know a huge amount about them.

UKIP voters and UKIP party members who elect their leader are another matter. If UKIP had 2.5 million members they'd be dangerous; they don't, and as such their leadership contest of little consequence to anyone outside that gaggle of eurosceptic Tories who essentially want the shag without the effort of intercourse as far as Europe is concerned.

Just from taking a look at that BBC article I thought that Mike Natrass looked like he might be in for the win. The other candidates all have some obvious flaws (aside from Nikki Sinclaire but frankly she just looks scary...)

I think though that it is fair to assume that MP's at least know of this site and probably therefore the Model House of Commons. If only because their junior workers are members and inform them of it.
