Does it matter WHEN you apply?
If the application for a postgrad program closes Jan 28th of 2013, does it matter if you apply early?

For instance if I applied in Oct/Nov of 2012, or if I waited until Jan 26th 2013 to apply, does that have any impact on a uni's decision? Do late appliers have less a chance?

It depends on the university, but for postgraduate most universities will make offers on a first come, first serve basis, so you'd be marginally disadvantaged if you waited right until the last minute, but that's not to say you'd be significantly disadvantaged! Entirely depends on how quickly they fill their spaces

It depends on the university. You could contact them and ask, or just apply early.
