Amongst people on TSR this seems to be the consensus. It has no basis. Oxford (for example) is just as good.
Cambridge does have quite an impressive mathematical history, as I have read. I was lead to believe that Oxford was more of an Englishy based University, is this incorrect? Also, isn't Manchester supposed to be a good Uni for Maths? But when I look at tables, it doesn't make the top 10 in Maths.
When I eventually apply to universities, I would either like to study Pure Mathematics or Mathematics with Theoretical Physics.
I am just wondering as to which universities are the best for these types of courses?

Pure maths and Theoretical Physics are very different beasts - but if you want the best of both worlds, Cambridge/Oxford/Imperial/Warwick would be places to look into. There are a bunch of other universities which are excellent too - especially for certain specialisms (but that doesn't really apply at the undergraduate level, and even that is fairly far off I assume?)
The ones commonly seen near the top of league tables for undergrad Maths include:
Oxford, Cambridge, Warwick, Bath, Durham, Imperial, Lancaster, UCL, Nottingham, Bristol, St Andrews... (Assuming you're looking at British ones ) But of course league tables count for nothing compared to your very own opinion of the university when you attend a visit / open day. Reputation is obviously very important for employment, but make sure you like the university itself too
