All you can do is give that person pos rep when possible.
You'd have to do that twice, one to balance it out and the other to actually give the person neg.
Also since you have fewer than 100 posts, your pos rep won't count for anything anyway. -

Those are admins. Mods just make sure people are following the rules and all.
