Why does she behave like this?
I don't see my sister much, maybe once every couple of months or so - she's studying in another city, as am I.

When we talk on the phone (which isn't often), she's nice and friendly. Same goes for whenever she texts me. Whenever she is going home for the weekend or special occasions she urges me to come, so we can see each other.

Yet when I'm actually at home, she hardly speaks to me. Over the course of a weekend I probably spend no more than an hour with her, and even then it's either in front of the tv or during dinner. Things that we have spoken about on the phone that are quite big issues etc, just aren't mentioned at all. She stays up in her room most of the time, saying she's busy, or on the phone to her friends. On the rare occasion when me or members of my family talk to her, she's quite abrasive, moody, and rather rude. It's not nice when it's a special occasion like a birthday or Christmas, and she's in one of her silly moods.

I'm nice to her, anything she wants I get for her, I offer to get takeaways, I invite her out, I even bring gifts for when I see her. I don't get why she acts like this. On the rare occasion when she realises how she's behaving, she passes it off as being 'that time of the month' - she has used this excuse so many times, it's obvious (and rather lame) that she's making it up to cover her back.

I don't understand why she acts like this.

    it's just how she is?

maybe ask her, send her a text asking if everything is ok? but emphasise the word everything.

something maybe be troubling her and you being there at home makes her feel more secure.
