    What? Rep question
Why can you only rate a certain amount of posts a day?

To prevent the rep system from being manipulated or abused. People are forced to actually make conscious decisions with their rep rather than being able to pos/neg the people they agree/disagree with indiscriminately. If you really want more, being a sub doubles your daily allowance [=

Semi-related question, to which you will probably know the answer - I wonder what establishes one's TSR rank? I always thought that it was just relevant to how many REP points one has accumulated, but I think I just went up from respected to exalted member without a "gem" increase. Is it post-count related instead?

Yep, it's entirely based on post count.
