does anyone have an idea on what this means...im doing an essay on this question but dont have the foggiest idea on what it means: "In your own views explain how Delegated legislation can be used in the uk to be more democratic?"

I think it is basically talking about devolution. How that is more democratic i'm not sure.

Not sure what part your stuck with, if it is the devolution issue; this is where powers have been delegated from Westminster to the Scottish Parliament at Holyrood or to the Welsh Assembly etc. Using Scotland as an example, Tory basically get little on no seats from Scotland so having a Tory government running Scotland, this seems far from democratic.

Any help?

I understand why you are having difficulty. The word "democratic" has many different meanings. I think you are going to have to apply a few different definitions of "democratic", preferably taken from the academic literature, and analyse them against to the different types of delegated legislation.
