I don't like it as short as Emma Watson's in the photo you gave, but it can look really nice, and there's no doubt that it suits her.
I freaked out when a friend of mine got hers that short, but it looks really good on her, but it probably wouldn't on me. So it's like anything, depends who it is as to whether it's good or not. -

Short hair doesn't suit everyone by any means but there's short hair and there's short hair. Everyone will suit a different style of short hair. -

When it looks bad, it's probably one of the worst hairstyles ever.
When it looks good, it's probably one of the best hairstyles ever.
You have to have the right bone structure, body-type, colouring, etc. to pull it off and most people don't!
ps - never beats long hair with a fringe though! Gorgeous.

I really like it, and I don't think you need to be a supermodel to pull it off - it brings more attention to your face, but ultimately your face looks like itself regardless of the hair. Most celebs with short hair (Carey Mulligan, Anne Hathaway, Demi Moore etc) looked just as attractive, or less so, with long hair. I think Emma Watson went too short but generally it looks really good - most people are too scared to do it but long hair is such a nuisance/dead weight (literally) and doesn't change how you look once it's past chin length anyway.
