Probably. I remember when I first started running seeing Wilson Kipketer's old record and thinking "surely that will go!" And still it hasn't, but all someone has to do is run sub 50 twice. Given that most WR first laps are around 48-49, it's a wonder sub 1:40 hasn't been achieved yet.
Me, I'd like to do sub 60 twice
