Bioavailability and absorptoin

Can something have a low absorption rate but a high bioavailability?
e.g: the skin has a high bioavailability (as I understand) but a low absorption rate. Does this make any sense or are the two the same thing?

As far as I know, bioavailability is the percentage of the drug which reaches the site of action. Therefore, a low absorption rate means the bioavailability will also be low.

Bioavailiability = how much of a substance is absorbed in the blood/systemic circulation.
Yes because is something can't be absorbed through intestine it can be given parenterally (iv injection into blood) this gives it a bioavailability of 1 (the maximum value)
