It depends what your future plans are i guess.
Probably IB. In a growing international world, having a qualification which can be easily understood by employer and admission tutor alike is highly useful. Though if you drop the ball and get 32, you haven't got anything to hide behind.
SAT is not an alternative to either. It is a separate standardized test taken for admissions to most US colleges.
