It was only innuendo in the vaguest sense as a 3rd meaning. That's about as close to behaving as it gets.

The 2nd meaning was clearly a pun on the choice between having him as a poster on the side of the bus or thrown under the bus depending on if you're blue or red, respectively. But as a clever person you didn't need me to explain the thrust of the joke, did you? :P
