Under 17 travelling with 18 year old

I'm 18 and I'm going on holiday to Portugal with my 17 year old friend the flights are all booked just wondering if they will need parental permission at the airport ?

If he was travelling alone it could be a problem but as long as you sound like you have someone responsible for your stay it is apparently okay.
Should be okay - I travelled to France aged 17 with two 18 y/o friends and we didn't run into any issues re parental permission. I don't know the specific ins and outs of the airports you're going to, but be concious that you'll probably need to go through passport control together or you'll need to close by so your friend can pick you out if asked who they're travelling with (which happened to me).
