Higher and Lower tier Math's issue

So my target is a C

and last month I got a C on a past foundation exam.

So my teacher told me it's easier to get a C on higher so i'm on higher now, however I seem to have got a D on a mock higher paper from the same date as the foundation.

So I don't quite understand why my teacher would put me in for the higher paper.
I believe it goes something like, on a foundation paper, you require higher percentage of marks to get a C, as it is the highest obtainable grade on the paper. On a higher paper, you need to get less marks to get a C.

Well that would make sense I guess but the Higher seems to have more challenging questions to be able to go and get a C it feels like you have to put more effort in than on foundation which tends to have Grade C questions and less allowing more marks to be gained working at C level.
