I would ideally use about 2 quotes in a 12 mark question and about 1 for the 6 mark questions (applicable to OCR).
No. You can still get full marks without any quotes (but this is slightly unlikely). In D and E questions, and sometimes C, you can use examples and/OR quotes. For example, it is just as good to say, 'In Genesis, God told Adam and Eve to reproduce' as it is to say 'In Genesis, God said "be fruitful and multiply".
