For St Andrews, yes. It's just an oddity of the way the course is structured, everyone doing Medicine starts in "second year". If you look at the picture on this page that shows the course structure, you'll see that the Year 1 part says MD2000 next to it. St Andrews labels all its "second year" modules as 2000 level.

Yes, it's normal; courses at St Andrews have an extra year, which is equivalent to A-level work (or so I've been told).

I'm going to start in second year for Physics. :smile:
