nope, he's right. x value was 10, y was 13. Those numbers don't compute in what you gave.

it was definitely +5 as it was y-13= -3/5(x-10)
so
5y-13=-3x+10
Guys wasn't part a of Q9 = 1/3pi(x^2)????

because the sector area is 1/2r^2(theta)
which is 1/2(x^2)(2/3pi)

= 2/6pi(x^2)
= 1/3pi(x^2)
??
