On question 1bii of the paper above, i don't understand why the mark scheme below says 'area is the same whether loaded or not loaded' because surely with the ring there is more surface area so more air resistance?

It doesn't look from the diagram / description is if the metal ring is adding any surface area worth mentioning - but it could be increasing the mass to several times what it was with the cone on it's own.

mass increase is likely to be the most important effect of adding the ring.
