I thought they were sure that retakes will be available for current A2 students

I suspect they just haven't updated that bit of their website yet. They were finally given the go ahead to offer a re-sit opportunity next year in March(ish). You can see the provisional timetable for next Summer here: http://www.ocr.org.uk/ocr-for/exams-officers/stage-1-preparation/key-dates-and-timetables/ and has old spec AS and A2 units on it.

Sorry, I explained that badly. It was in March 2016 that Ofqual decided that exam boards could offer a re-sit opportunity in May/June 2017. (There won't be any exams in March 2017).
