i wanna go to different college next year , would they know through government database what college I've been going to and what Ive been studying?
Probably yes because the government has a right to see if students are in full time education

There is no big secret database that they look at.
They will ask you what you have been doing, what you have achieved and where you were studying..
They may want a reference from your previous college.
Be honest about what you have been doing and why you want a fresh start.
