Because, 0.35 water potential is at eqm, where the solution is the same as the potato tissue, so no mass is lost. When the solution has a lower water potential, solution will therefore move from the tissues to the solution, reducing pressure.
The solution has a higher water potential in 0.1 than 0.35, so why wouldn't D be the right answer?

Because less negative is like more positive water potential, suggesting that water is moving into the solution, when it's doing the opposite and moving out. Not too sure
If you decrease the concentration of a solute in a solution, in the case of decreasing the level of sucrose from 0.35 mol to 0.1 mol, you will automatically get a higher water potential of that solution itself, meaning that it is either more positive or less negative, meaning that as this is higher than 0.35 (where the solution was isotonic), water would move into the cell, which could then also increase the pressure potential of the cell.

I think both A and D would be valid assumptions.
