Mark scheme wrong?

For question 5cii of the above paper, the mark scheme below says that there is current in the tube but how can there be when it is not part of a complete circuit?

When flux lines are cut, an EMF is induced in a direction such as to oppose the change that caused it (Lenz's law). This EMF produces a current. This current is also known as an eddy current which is literally an electric current - in this case, "a localized electric current is induced".(https://en.wikipedia.org/wiki/Eddy_current).

Note: Electromagnetism is easy to explain incorrectly - could anybody double check what I said?
