Could you argue that obama isnt an imperial president because he has to use powers of persuasion to help push legislation or approve appointments? Or is it not relevant

DACA was an example of executive action - specifically prosecutorial discretion. An example of an exec order is the 2014 exec order 13468 which raised fed minimum wage

Signing statements and executive orders (like on immigration, currently being looked at by Supreme Court with US v Texas)
Executive agreements (Iran)
Veto (Keystone Pipeline)

Not imperial:
Checks and balances remain (2013 shutdown)
Obamacare watered down by pro-life Dems
Guantanamo Bay is still open
Supreme Court has checked and his actions are generally ok (Sebelius)

What is the difference between broken branch and least powerful branch?

Is broken branch where it basically fails its functions, and so least powerful branch is comparing all three of executive and legislature?
