I heard that if you apply to Cambridge, you are given additional 1000 symbols for personal statement
Is that true ?

No, everyone's personal statement is 4000 characters

Sort of. They give you the option to add a mini additional personal statement with a 1200 character limit that is tailored towards the Cambridge course to explain why you're interested in their course in particular so it's not really extra writing space for general comments, it's supposed to be tailored towards their course. It's optional though, you don't have to complete it if you've got nothing to add..
