Reapplying to same course after withdrawel from study

My partner needs to withdraw from the course for medical and financial reasons. Interruption or PMC are unlikely to be accepted as he has already taken one so need to know what to do in the likely scenario that these get rejected.

Studying physics in his final year and currently securing a first in all subjects. He has already taken the first semester of exams.

What is the process for this? Will this be better to apply to the same university and will he have to restart the final year including the first semesters exams?

Things like this are always on case to case basis so best thing is to speak to the university asap.
Read the course and uni regulations, these will explain the rules.
