As far as I was aware, they decide grade boundaries based on how well the students have done. A year with lots of correct answers means grade boundaries are increased. That's what I thought it was back in the day anyway....

Why are the grade boundaries so high? The test wasn't that easy so you could up the make by 10 or 15
