Which kind of rail card? I think you can buy them at any staffed station, but not sure if that includes the Underground...

Do you mean the 16-25 young persons rail card? If so you can buy one online http://www.railcard.co.uk/
Or you can pick up forms at any national rail station, fill one in and hand it in at a ticket office, not a tube station. National rail stations in London include Kings Cross, St Pancras, Euston, Liverpool Street, Waterloo, London Bridge and Victoria. Note you have to go to the rail station concourse to find the forms and hand them in, not the tube station entrace.
