I've been hearing that a level 3 BTEC is equivalent to 2 or 3 A levels. Is this true because People who have done both A levels and BTECs always say that A levels are harder. If A levels are just a harder equivalent to BTECs why do people do them?

It depends which Btec it is what equivalency it will have. They suit some people better as there's no exams.
