Do Uni's give you an offer if you meet the entry requirements

Do imperial and UCL give you an offer normally, if you meet the entry requirements in predicted grades and ur PS and ref is good? or do you have to exceed the offer so instead of A*A*a you get A*a*a*.

It depends on how competitive the course is. For less competitive courses, you've probably got a good chance of getting an offer as long as you're predicted the entry requirements. For more competitive courses (particularly at Imperial) that's not really a guarantee and of course, Imperial interviews for most/all courses.
