no, they won't check tax and insurance. They'll just check if you're on the database of people who have previously not paid, and capture CCTV in case you don't pay this time.

However, the police may set up ANPR cameras wherever they wish, and this may be at the entrance/exit to busy petrol stations.

How likely do you think the police would have set up there own camera? it's a 24 hour garage that sells alcohol.
Why not reduce the risk of getting caught by paying for tax and insurance?
Why don't you have tax or insurance?

a lot of garages have ANPR

as without ANPR or pay before filling the Police in some areas will not entertain the possibility of pursuing bilkers for theft / making off as the garage isn't doing due diligence

this is why the supermarkets love pay @pump because they aren;t relying on enticing people into the shop to buy over priced tat and less competitively price snacks and drinks ...

with pay @pump the levels of Bilking fall to tiny levels ( especially if the EPOS reserves funds from the card in real time)

they gonna crush your car unless it worth more than £10,000 then it'll go to auction to be bought by a guy like me for a steal and I'll make a fortune reselling it
