I'm not sure, could be internship in the country or dual nationality or something else. Best contact the company, imo. Or wait for someone better informed on this topic to answer.
To have an attachment to, or connection with, or knowledge of the culture, customs and ways of living in that region. It's unclear whether they mean some kind of professional affiliation, or just lived experience.
