Yes. They can apply for graduate entry medicine.

how do you do this? do you know? and is this the same level as when students enter medicine like undergrad? so would be a 5 year course?

No. You would apply for graduate entry medicine via UCAS. Its a 4 year degree. The 5 year undergraduate route is currently unfunded for graduates.

Only if you apply to 5 year courses. The 4 year course is, currently, funded bar the first £3465

'Progress' isn't really the right word. Its a different role. A nurse can become a doctor, but only by re-training from the beginning the same as everyone else. Its a very expensive route in terms of lost income (and it will be a few years as a doctor before your hourly salary rises above that of a nurse).
