Is it normal for your grades to be quite low at the beginning of A-levels?

Well... Yes. But it is an indication that they need to do more work now, they won't get better on their own.

I got BDEE in January mocks and AAAA eventually, as long as you take doing badly as an opportunity to see what you need to work on you'll be ok. The difficulty jump is significant and takes getting used to
It depends how you're being tested. If you're just being tested on the content you've already covered, then the grades are probably not far below what you'll get at the end (but you might be like a grade below if you haven't done much exam technique yet). If you're doing a proper past paper, then it's normal coz you've only done ~1/4 of the course.

AS Levels = Yes.

A Levels = No. You should kinda be used to it by the 2nd year.
