I applied for a university so they asked certificate language proficiency and high tuition fees,what do the poor do and they did not answer to messages .
I'm not sure if I really understand your point but they need to know that your English is good enough to be able to study in English and that you'll be able to afford the fees which are higher than the fees for Home students as those are subsidised by the UK government.

What can I do if I need and love learning but I have not enough money ,I have a level 3 in english from Perlitz and they want 3000 pound (egyptian pound) to give me certificate
