That's what I am applying for.
What are your As's and grades out of interest, if you are willing to say?
I'd actually say both Southampton and Exeter are more third tier if we're going to be picky about it.
More or less everyone applying to the course is likely to have or be predicted the grades required, if not higher than, so you definitely can't just expect to get an offer, no. It depends on a lot of other things too, like PS, GCSES, reference...
Who cares about the tiers? Its all a matter of opinion, and you're only basing them on league tables which are immensely flawed anyway.
OP - apply to a variation of Universities, ranging from an offer that you'd have to push yourself a bit to meet, to an offer that you could easily meet. Thats what I did, and I ended up at the best one I applied to (Exeter, coincidentally). That way, you'll be pretty much safe as houses and bound to get at least 3 offers.

I am in a different situation to most though.
I am in a third year at college due to only studying part time at college in my first year (My future ambitions were not related to my studies then)
I have Two A2's - AA and an As - B
I am also picking up FM this year and will come out with Four A-levels but I just feel the top few Uni's will not like me being in a third year...
I agree with the person saying you should base it on department/subject.
I go to Southampton and do two subjects, one of which (acccording to the Times so *shrugs*) is 6th in their league which I was surprised to learn and the other is 11th/12th.
However, if you rate the uni as a whole it's most likely to come out in the top 20.
