You only need a TV Licence to watch live broadcasts whether that be on your laptop or an actual TV. You don't need a TV Licence to actually use a TV for other things (playing games, watching DVDs etc). Heck you don't even need one to use BBC iPlayer for catch up.
I can't see how they could catch you if you don't get one though. They'd have to get a search warrant to enter your room (they can't enter your room without your permission if they don't) and then take a picture of your television hooked up to an aerial, very unlikely. If you watched live broadcasts over the internet it would be near impossible.
