I still have no idea what this bill does in practice.
And from the one hinter in the discussion thread from si, there seems to be no factual basis on which it has been proposed - other than, "the original act aimed to stop violence at football matches. Violence at football matches has now been reduced. Therefore we no longer need this Act". -

But basically, it was a piece of legislation which made you register to watch league matches of any kind. The idea was to get a handle on the violence of the time. We object because it's a (small) step towards the BigBrother state and we believe it is wrong to regulate in this manner where it is unneccessary to do so. As it happens, much of the bill is repealed already and none of it is enforced.
